On July 4, 1776, the United States declared itself into existence. The army that secured that declaration was outmatched on nearly every conventional measure. It prevailed in part because it was willing to organize, plan, and decide differently than the force it faced.

That willingness has defined American military advantage ever since. Over generations, it has been renewed by a new way of deciding and fielding: the improvised logistics of the Continental Army, the arsenal of democracy, the computing and precision revolutions that followed. Each was a bet that the country could change how it fought faster than its adversaries could.

The next renewal is decision advantage. The command that sees, understands, and acts faster than its adversary sets the terms of the fight. Increasingly, that advantage runs through software, and through software that reasons alongside the people using it.
